Constitution of the Duke Programing Contests Club
Preamble
The name of this organization shall be Duke Programming Contests Club (DPCC). The purpose of this organization is to popularize programming contests, in special the International Collegiate Programming Contest (ICPC). The organization intends to spread out the idea of programming contests, showing how exciting they can be, organize weekly meetings to discuss programming problems and promote internal programming contests at beginner and intermediate levels, offering prizes for the best contestants.
Article I: Membership
General membership of the Duke Programming Contest Club shall be open to all registered Duke undergraduate students. All members enjoy equal voting rights in selecting the officers of the organization as well as the opportunity to run for said officer positions. All students are entitled to participate in any and all events or activities sponsored by this organization.
Article II: Officers
Section 1: Structure of the Board
The Executive Board of CSA shall be divided into two parts: Executive Committee and General Officers. All Officers serve a term of one year.
- Officers on Executive Committee include the President, Vice-President, and Treasurer;
- General Officers shall include Competitions Chair, Publicity Chair, Nutrition Chair, Wiki Chair, and Academic Chair.
Section 2: Elections and Senate Guidelines
All members of Duke Chinese Student Association are eligible for positions on the board of CSA. Candidates are to deliver a speech lasting no longer than 3 minutes followed by a one-minute question and answer session. Elections for both Executive Committee and General Officers shall be held before the end of spring semester. If necessary an additional election will be held in the middle of the fall semester. Officers shall be elected by a simple majority vote of the members present at the election.
Senate Guidelines for Election
- Elections shall include at least two weeks’ notice prior to election date
- Elections shall be free, formal, and publicized
Impeachment
- An impeachment procedure that allows any general body member of a club or an officer with sufficient support to petition to bring articles of impeachment against an officer
- Requirements for the number of signatures to petition not to be an undue and impossible to reach burden
- An open, publicized impeachment trial
- An impeachment trial that occurs before the general body of the club and allows every general body member and every officer to vote on the articles of impeachment.
- A requirement for notification to the SOFC Chair that an impeachment trial is occurring and a secret ballot to decide on the articles of impeachment.

Section 3: President
The President shall preside over and set the agenda for all Executive and General Body meetings. The President shall be responsible for the overall vision and course of the organization as well as the power to assign and delegate tasks to other officers. The President will be the primary liaison between CSA and other campus organizations.
Section 4: Vice President
The Vice President shall work closely with the President, he/she shall be tasked with assuring that all tasks delegated to other officers is completed in a timely and appropriate manner. In the absence of the President the Vice President shall assume all powers and duties belonging to the office of the President. He/she shall also publish a CSA members digest every two weeks to be sent to the entirety of the CSA members email list servers.

Section 6: Secretary
The Secretary shall be tasked with all official documentation, including but not limited to meeting minutes. The secretary shall also be charged with attending, documenting, and recording each CSA event and activity in the same capacity as a traditional Historian.
Section 7: Publicity Chair
The Publicity chair shall produce advertisement for all CSA events in the form of flyers, emails, or other types of media as well as delegate and assign the task of distribution to other members of the Executive board.
Section 8: Social Chair
The Social Chair shall plan all manner of social events in terms of space reservations when such reservations concern off campus venues. He/she shall inform and introduce freshmen to CSA events and activities.
Section 9: Cultural Chair
The cultural chair shall be responsible for the planning of all cultural events and in charge of all co-sponsored events with other cultural groups on campus.
Section 10: Academic Chair
The academic chair shall be responsible for the planning of all academic events, including speeches, seminars and workshops.
Section 12: Webmaster
The Webmaster shall create and update CSA’s official website in both Chinese and English. He/she shall upload and maintain a collection of all photos taken from CSA events. He/she should also update the up coming events every two weeks.
Article III: Meetings
Section 1: Executive Meetings
Executive meetings of CSA shall be held once a week. Exceptions must be approved by Executive Committee.
Section 2: Special Meetings
Special meetings may be called by President or called by any Officer if approved by two- third of the Officers.
Section 3: Absence of Meetings
Officers who have been absence for 4 meetings in one semester may be removed from board based on the decision of Executive Board. In the event of absence or tardiness, one must notify the president and secretary in advance.
Article IV: Operations
Section 1: Quorum
A quorum for conducting any business of the organization shall consist of a simple majority of the total membership.
Section 2: Ratification
This Constitution shall become effective upon a 2/3 vote of the initial membership
Section 3: Amendment
Amendments may be submitted in written form to the Executive Committee. The Executive Committee must approve the amendment for inclusion on a ballot.
